Storm Water Management


Public Works is responsible for the operation and maintenance of Mounds View's Municipal Separate Storm Sewer System (MS4). Mounds View has nine drainage districts which are further broken into subdrainage districts. All municipal stormwater runoff from these drainage districts ultimately discharge to Rice  Creek.

A NPDES/SDS MS4 general permit provides the City the needed approval to discharge it's stormwater to Rice Creek. This permit is mandated by federal regulations under the Clean Water Act and administered by the Minnesota Pollution Control Agency. The primary goal of the MS4 general permit is to improve water quality by reducing pollutants in stormwater discharges.

The MS4 general permit requires Mounds View to create a Stormwater Pollution Prevention Program (SWPPP) addressing six Minimum Control Measures (MCM). Each MCM has various Best Management Practices (BMPs) to address the primary goal of the MS4 general permit.
