Infiltration & Inflow


Inlow and Infiltration (I/I) is the excess flow of clear water into the City's sanitary sewer system.

Inflow
is when clear water from illegal connections of sump pumps, downspouts, and foundation drains is channeled directly into sanitary sewer pipes.


Infiltration is when groundwater seeps into sewer pipes via cracks or leaky joints.

Each time it rains in the Mounds View area there is a significant increase in I/I. This is correlated to cracks in residential sewer lines where ground water is leaking into the waste water pipes via cracks and/or leaky joints, and from illegal connections of sump pumps, downspouts, and foundation drains which are being channeled directly into the sanitary swer pipes.

The excess (I&I) causes sewer backups and increased costs (about $1 million for Mounds View annually) this cost is passed through to residents in the form of a surcharge, fines, or levies to the City of Mounds View from the Metropolitan Council.

Point of Sale Program
A City ordinance to address the (I/I) issue will be proposed in 2018.  The City of Mounds View is consideringa a point of sale program which would require the owners of properties to have an inspection completed before a sales transaction can occur. This program would help to reduce the amount of (I/I) and overtime reduce the amount of surcharge charged to the City and ultimatly Mounds View residents. 

What can I do to help?
Mounds View residents can help by ensuring that sump pumps are disconnected from the sewer lines, having your sewer lines inspected, ensuring roof drains and leaders are directing  storm water from roof gutters to the ground outside, and conserving water use in your household.  If you suspect that your neighbor has illegal connections, please report the violation by contancting the Public Works Department.
