Administration


Led by the City Administrator, the Administration Department oversees all municipal functions within the City.  Some department activities include:

Human Resources

Human Resources coordinates recruitment and hiring, conducts labor negotiations, administers employee benefits and compensation, creates and updates personnel policies, and monitors data practices. 

Economic Development & Business Services

The purpose of Economic Development in Mounds View is to enhance the City's tax base through business retention/expansion and community revitalization/redevelopment.  Economic Development in Mounds View is governed by the Economic Development Commission (EDC) and the Economic Development Authority (EDA). The department provides for economic development services including redevelopment and financing activities as well as business retention & expansion visits, marketing efforts, and liaison between the City and local businesses.

The department is also responsible for the City's Strategic Plan, coordinating business licensing for restaurants, liquor establishments, tobacco retailers, amusement centers, etc. the website, social media, and special projects that any City Department may have. This may include bidding, proposals, grants, research & analysis, policy updates, property searches & valuation,  coordination of skilled workforce programs through job shadowing & internships between local manufacturing companies and the Mounds View School District, inventories of all commercial & residential properties, community outreach programs, & community connector, as well as providing guidance to the City Council, EDA, & EDC on issues affecting local businesses, trends, and solutions in order to maintain a friendly and viable business community.

Elections

The Administration Department at City Hall oversees local election requirements and has contracted with Ramsey County Elections for the coordination and management of City election activities.  There are four (4) voting precincts within the city and all voting occurs at the Mounds View Community Center located at 5394 Edgewood Drive.

SPECIAL Election: APRIL 9, 2024

A Special Election for a Council Member will be held April 9, 2024 at the Mounds View Community Center.

Early voting for the Special Election will take place ONLY at Mounds View City Hall February 26th to April 8th (Monday – Thursday’s from 10:00 a.m. – 4:00 p.m.)  

Early voting will begin effective:

    • February 26th – April 8th
    • Absentee Ballots may be requested through the mail from Ramsey County Elections
    • Absentee voting will be available at City Hall Monday – Thursday’s, starting:
      • Monday, February 26th from 10:00 a.m. – 4:00 p.m.
      • Saturday, April 6th from 9 a.m. – 3 p.m.
      • Monday, April 8th from 10 a.m. – 5 p.m.
        • Ramsey County Election Judges will be stationed at City Hall to assist early voters
      • Special Election Day of Voting will take place at the Mounds View Community Center
        • April 9th from 7:00 a.m. – 8:00 p.m.
        • Ramsey County Election Judges will be located at the Community Center
